The Federal Highway Administration (FHWA) is a division of the United States Department of Transportation that specializes in highway transportation. The agency's major activities are grouped into two "programs," the Federal-aid Highway Program and the Federal Lands Highway Program. Its role had previously been performed by the Office of Road Inquiry, Office of Public Roads and the Bureau of Public Roads.

The Tennessee Department of Transportation partnered with the City of Alcoa and Gresham Smith and Partners to build only the fifth diverging diamond interchange in the country. The designed improvement re-aligns Middlesettelements Road to tie into Bessemer Street. Under the existing US 129/State Route 115 bypass bridge, the diverging diamond interchange design requires traffic to crisscross over the left side of the roadway. Concrete barriers, stop bars, detailed signs, pavement markings and traffic signals will be used to guide motorists through the diverging diamond design that will be studied by the Federal Highway Administration

On May 5, 2011, Obama Administration has floated transportation authorization bill to study and implimentation of a plan to tax drivers for every mile they drive. The plan is part of Obama Administration "Transportation Opportunities Act" which was undated. On March, 2011, the Congressional Budget Office(CB0) supported the idea of taxing drivers based on the miles they've driven. VMT will affect everyone, even those using public transportation, or don't own a car; trucking companies will be charge for mileage tax, hauling goods to groceries near you; therefor, prices of basic commodities you buy at the store will go up. The Dakota County Regional Rail Authority will meet tomorrow morning to discuss noise walls on Cedar Avenue. Two segments of the roadway in Apple Valley meet Federal Highway Administration standards requiring noise mitigation the west side of Cedar north of 160th Street and the west side of Cedar south of 153rd Street. Two sites in Lakeville that met traffic noise levels will not receive noise walls because residents near those proposed locations opposed them. In Apple Valley, four of 10 households near 160th Street said theyd be in favor of a 10-foot-tall wall. Another three said they werent, one had a split vote, one did not respond and one was in foreclosure. At 153rd Street, where a 20-foot-tall wall is proposed, six voted in favor of a wall and five did not respond. At a work session last Thursday, Apple Valley City Council members took issue with the low level of resident support pushing construction of the walls at a $348000 cost. In September 2008, the council called for alternatives like burming, landscaping and privacy fences. The county also opposes construction of the walls. However, $22.5 million in federal funding for the Cedar Avenue BRT corridor project hang in the balance. The noise walls must be included for federal approval of the project to access the funds. The Dakota County Regional Rail Authority will consider passing a resolution in opposition to the walls. The Dakota County Regional Railroad Authority approved a resolution earlier today affirming its opposition to noise walls on Cedar Avenue. Two segments of the roadway in Apple Valley meet Federal Highway Administration standards requiring noise mitigation the west side of Cedar Avenue north of 160th Street and the west side of Cedar south of 153rd Street. The estimated cost for both is $350000, plus additional money for upkeep and snow removal, said County Transportation Director Mark Krebsbach. The Regional Railroad Authority resolution asked the federal agency to determine that the walls arent feasible or reasonable based on its own guidelines for evaluating traffic noise impacts of local federally funded projects. The standards, administered through MnDOT, state, among other factors, that municipal support is required to implement noise walls. The city of Apple Valley opposes the walls and prefers alternatives like burming, landscaping and privacy fences. Krebsbach said the county would continue to work with MnDOT and the Federal Highway Administration on the issue. The noise walls are the final bump in wrapping up the environmental assessment document for the Cedar Avenue Transitway.
