Thomas Stephen Foley (born March 26, 1929) is an American politician and diplomat. He was a Democratic member of the United States House of Representatives from 1965 to 1995, representing Washington's 5th congressional district. He served as Speaker of the United States House of Representatives from 1989 to 1995.

Foley, who served in Congress for thirty years, was the first sitting Speaker of the House to not win re-election since 1862. He served as United States Ambassador to Japan from 1998 to 2001.
