The National Guard of the United States is a reserve military force composed of state National Guard militia members or units under federally recognized active or inactive armed force service for the United States. Militia members are citizen soldiers, meaning they work part time for the National Guard and hold a civilian job as well. The National Guard of the United States is a joint reserve component of the United States Army and the United States Air Force and maintains two subcomponents: the Army National Guard of the United States for the Army and the Air Force's Air National Guard of the United States.

Established under Title 10 and Title 32 of the U.S. Code, state National Guard serves as part of the first-line defense for the United States. The state National Guard is divided into units stationed in each of the 50 states and US territories, and operates under their respective state governor or territorial adjutant general. The National Guard may be called up for active duty by state governors or territorial adjutant general to help respond to domestic emergencies and disasters, such as hurricanes, floods, and earthquakes.

The National Guard of the United States is administered by the National Guard Bureau, which is a joint activity under the Department of Defense. The National Guard Bureau provides a communication channel for state National Guard to the Department of Defense. The National Guard Bureau also provides policies and requirements for training and funds for training for state Army National Guard and state Air National Guard units, the allocation of federal funds to the Army National Guard of the United States and the Air National Guard of the United States, as well as other administrative responsibilities prescribed under . The National Guard Bureau is headed by the Chief of the National Guard Bureau (CNGB), who is a four-star general in the Army or Air Force.

The 9th Police District has had National Night Out every August for several years now -- just not quite like this! 9th Police District Officer Al Garza spent 2 months filing government and military paperwork so that this Blackhawk military helicopter could land at Cornell Square Park at 51st and Wood, where the fair was being held on Tuesday, August 4. I actually had to work the fair this year, handing out free ice cream to several hundred children (and their parents) who had seemingly been fasting for the previous week, but I wasn't about to miss shooting video of this. After it landed, with amazingly little backwash, the crew gave tours of the copter for an hour-and-a-half. The neighborhoods surrounding Cornell Square Park are mostly poor and working-class, and these National Nights Out are attended by a melting pot of just about every ethnic group imaginable - this was probably the first time some of these kids or their parents had been near or in any kind of aircraft, either on the ground or aloft. During our trip to Washington DC, my wife and I visited the Tomb of the Unknown Soldier in Arlington National Cemetery. We watched recorded and present for you here, the full Changing of the Guard ceremony. It was a grey day, with light rain. The rain had paused, but started again, almost as if on cue, when the ceremony started. If you ever have a chance to view this live, do so. These fine men are on duty 24/7/365, they are never absent. The precision to which the ceremony is performed and the somber setting combines for a true American experience.

This alludes to the 21-gun salute, which is the highest honor given to any military or foreign dignitary in America.
