Liu Haiguang ( ; born July 11, 1963 in Shanghai) is a former Chinese football player.

Liu is one of the earliest Chinese footballers in European clubs. He play in Yugoslav club FK Partizan between 1987 and 1989, together with Jia Xiuquan, another Chinese international footballer. They stayed in Belgrade for two seasons playing in the Yugoslav First League. They won the 1988 89 Yugoslav Cup.

He represented China at the 1988 AFC Asian Cup and in the 1988 Summer Olympics.

He scored 36 goals for China national football team, being the second topscorer only behind Hao Haidong.

After retired, He became a businessman and founded 4 children football clubs.
