Harper County (county code HP) is a county located in South Central Kansas, in the Central United States. As of the 2010 census, the county population was 6,034. Its county seat and most populous city is Anthony. Harper County was named for Sergeant Marion Harper of the Second Kansas Cavalry, who died of wounds suffered near Waldron, AR, in December, 1863.

On May 29th, 2004 a triple-point system triggered a tornado outbreak throughout central and northern Kansas. The first Kansas tornado of the day was a 30 minute elephant trunk that lasted just over 30 minutes. My chase partners for the day including Dr. Rick Toracinta and Sarah Kogler. We found a quiet location on some county crossroads and watched a low-precipitation supercell struggle to form together. There were many doubts if this supercell "had what it took" to produce anything other than some light rain. Then, just as if someone flipped the "on switch" the tapped into some moist air as it crossed the dryline and quickly ramped up and produced a short funnel first, and then a monster F3 tornado about 5 minutes later. We hadn't even moved our location for over two hours and the tornado formed just about one and a half miles from us. It was an excellent start to what would be a crazy day of storm chasing throughout central Kansas with 11 total tornado interceptions, including a large wedge tornado just after sunset near Wichita. ***NOT FOR BROADCAST*** STORM CHASER TONY LAUBACH www.tornadoeskick.com VIDEO DESCRIPTION This was 1 of 7 tornadoes captured by Storm Chaser Tony Laubach on the May 12 Kansas outbreak in 2004. This tornado formed and initially was moving very slowly to the east. Its slow forward progression initially made it saef for chasers to venture south on Hwy 2 to get out of the tornado. Suddenly, the forward speed of the tornado increased dramatically and made for a narrow escape of the tornado as it hauled east toward KS-2 north of Anthony. The tornado comes within a quarter of a mile of chasers, but slows down as it approaches the road.
