Jason Noel spent three years in the military and has been smoking for nearly a quarter century. When he heard about the province's "Smoking Cessation Program" he wanted to register. His doctor even game him a prescription. When Noel went to pick up his medication he says he was denied: "It was the first time that I ever felt that my experience and my service [overseas] has actually hurt me as a citizen". The program offers British Columbians immediate support by helping with the cost of quitting. Noel was told to go to Veterans Affairs Canada because he was a veteran and his coverage fell under federal jurisdiction. Noel had previously contacted Veterans Affairs Canada to deal with post-traumatic syndrome and says the exchange was difficult, lengthy, and full of paperwork. Veterans Affairs Canada wasn't able to comment Thursday but did say in an email to CTV News that "in certain circumstances" it will offer smoking cessation help. The Health Minister, Mike De Jong says he's disappointed by the news and apologized to the veteran.
