Andy Penman (20 February 1943 - 19 July 1994) was a Scottish professional football player who is best known for his time with Dundee.

Penman started his career a Dundee and moved to Rangers in 1967. He played at Ibrox for five seasons but left to join Arbroath in 1972. He gained his only Scotland cap in 3-0 defeat to the Netherlands on 11 May 1966.

Penman played for Inverness Caledonian in the Scottish Highland League before retiring.

Penman died in 1994, aged 51.
